Nicotine Inhaling Products Bill: Legislation Tracker

Now is the time to act if we are to stop the Government introducing a draconian vape flavour ban that will drive vapers, who have successfully quit smoking, back to cigarettes.

Public Health (Tobacco Products and Nicotine Inhaling Products)(Amendment) Bill 2025 aims to:

Limit flavours in vapes and e-liquids, banning all flavours except tobacco

Prohibit the import, manufacture and sale of single-use vapes

Prohibit point-of-sale display and advertising

Restrict colours and imagery on nicotine inhaling product devices and packaging

What is the Bill?

The Public Health (Tobacco Products and Nicotine Inhaling Products)(Amendment) Bill 2025 is a proposed piece of legislation introduced by the Irish Government to regulate the sale, marketing, and distribution of vaping products (including e-cigarettes and e-liquids) in Ireland.

The General Scheme of the Bill was published quietly by the Government last October before the General Election last November. The proposed measures are extreme and will significantly harm Irish vapers who depend on vapes to stay smoke-free, if implemented.

The Bill is currently in the drafting phase with the Attorney General’s office. Now is the time to act if we are to stop the Government introducing these overbearing and draconian measures which will have disastrous consequences for Ireland’s smoking rates.

What It Means for Irish Vapers

The removal of flavours: Banning flavoured vapes will push thousands back to cigarettes. Flavoured vapes have helped over 160,000 Irish smokers quit.

Reduced access and closure of stores: Harder to find or purchase vape products, especially outside urban areas. Retailers who specialise in vapes may be forced to close.

Growth in illicit trade: Restrictions may unintentionally boost black market imports
